I-95 Sector C

The Pennsylvania Department of Transportation (PennDOT) welcomes you to the I-95 Sector C website! Here, you can learn about transportation plans and projects in Delaware County and southwestern Philadelphia.

Sector C is one of four project focus areas along I-95 in Pennsylvania. This section includes approximately 15 miles of I-95 from the Delaware state line to the Girard Point Bridge. Between 96,000 and 250,000 vehicles use this part of I-95 every day. This section of I-95 can transport up to three times the occupancy of Lincoln Financial Field in one day!

PennDOT is working on several projects on and near I-95 in Sector C. The planned transportation improvements will help people move more safely and easily. PennDOT is working with local communities to understand local needs.

PennDOT considers community needs in its road improvement projects and is currently working on the following projects and plans in I-95 Sector C:

  • Chester Noise Abatement: PennDOT plans to design and install noise walls along parts of I-95 in the City of Chester and Chester Township. The walls will help lower noise from I-95 and block the view of the highway for people living near it.
  • Interstate 476 Improvements: PennDOT is implementing improvements to safety and traffic flow on I-476. These include repaving, new signage, and “flex lanes” that will allow people to drive on the shoulder during peak traffic times.
  • I-95/U.S. 322 (Conchester Highway) Interchange: PennDOT plans to rebuild and improve the I-95/U.S. 322 Interchange to make it easier for people to reach both highways. The project will improve ramp connections and move the existing left lane U.S. 322 on-ramp to I-95 north.
  • Concord Road Business Parks Connections: PennDOT plans to make it easier for trucks to get from the business parks on Concord Road to major local highways. These improvements will reduce how often trucks drive on local streets in the City of Chester and Aston, Chester, and Upper Chichester townships. An early project will improve the interchange between Route 452 and I-95. This will accommodate the expected increase in traffic from the Bridgewater Business Park.

PennDOT is working with Delaware County to make State Route 291 in the City of Chester safer for everyone. PennDOT, the Delaware Valley Regional Planning Commission (DVRPC), and Delaware County will work together to develop improvements to make driving, walking, and riding a bicycle safer along Route 291.

PennDOT is committed to improving I-95 in Delaware County and Southwest Philadelphia as part of its overall plan to rebuild I-95 in Pennsylvania. The Department recently invested $80 million to keep I-95 in Delaware County in smooth, sound condition. Construction on this project finished in 2023.
