Lombard Circle Ramp to Interstate 95 Closed for Two Years in Center City Philadelphia for CAP Construction

April 10, 2025 – The Pennsylvania Department of Transportation (PennDOT) announced today that the Lombard Circle ramp to northbound I-95 at Penn’s Landing was closed for approximately two years beginning on Tuesday, April 8, for demolition of the existing concrete pier between the ramp and Columbus Boulevard, and for pier and foundation construction for the new $329 million I-95/CAP project to replace and improve the existing covered section of I-95 and improve multi-modal connections between Center City and the Delaware River waterfront. 

Motorists are advised of the following travel restriction:

• On Tuesday, April 8, the ramp at Lombard Circle and Columbus Boulevard to northbound I-95 was closed and detoured for approximately two years. Northbound Columbus Boulevard traffic will be detoured to the northbound I-95 on-ramp at Summer Street.
