July 17, 2024 – Construction continues this summer on PennDOT’s $328.9 million Interstate 95/CAP project at Penn’s Landing in Center City Philadelphia, with work focusing on abutment and pier construction (see below) for the new cap over I-95 and Columbus Boulevard, utility relocations at numerous locations, and foundation construction for the new South Street pedestrian bridge.
Work crews this spring installed H-piles to enlarge the existing abutment along Front Street. Construction of a new retaining wall along Front Street is also underway. Both will support the new cap structure over I-95 and Columbus Boulevard.
Construction of foundations for the new South Street Pedestrian bridge continues this summer on the east (see bottom picture) and west (see below) sides of Columbus Boulevard. The new bridge will be assembled in a vacated parking lot on Columbus Boulevard near South Street and will be set in place using a crane once completed.
The existing pedestrian bridge will remain open during this work with only minor interruptions. Pedestrians and cyclists are able to travel between Penn’s Landing and Front Street using Dock and Market streets during construction.
Surface-level utility work also continues this summer on Columbus Boulevard, with PECO installations along the northbound side and sewer installations along the southbound. Work crews will also continue installing sewer facilities in the Penn’s Landing area.
During construction, motorists will experience minor lane shifts on I-95 and its adjacent ramps, while lane restrictions will take place on Columbus Boulevard and Front Street during cap construction.
In addition to replacing the cap over I-95 between Chestnut and Walnut streets, the I-95 Central Access Philadelphia (CAP) Project will improve pedestrian and multi-modal connections between Center City and the waterfront. The project has two main components: a new Park at Penn’s Landing, and a new signature pedestrian bridge at South Street, both of which extend over Columbus Boulevard to connect cyclists and pedestrians to the new Delaware River Trail.
The new park will be an 11.5-acre civic space spanning I-95 and Columbus Boulevard between Chestnut and Walnut streets, extending from Front Street to the Delaware River. It will include gardens, play areas, flexible open space, and a pavilion.
Additional project details, construction updates, and other information will be available on this website and www.ParkatPennsLanding.com
This project is financed with federal, local, and private funds.
