November 10, 2021 – PennDOT’s contractor is placing concrete paving on the west side of Delaware Avenue between Allegheny Avenue and Castor Avenue and expects to complete reconstruction of that side of the roadway and begin rebuilding the opposite side by early spring 2022.
Reconstruction of Castor Avenue between Delaware Avenue and the Interstate 95 north ramps is expected to finish by year’s end (2021) due to delays with utility relocations.
Work on the south side of Castor Avenue will now be done concurrently with work on the north side. This will require that this section of Castor Avenue be closed completely in mid-November. Castor Avenue traffic will be detoured to Tioga Street between Richmond Street and Delaware during the closure.
As part of the utility improvements being done under the AF2 project, Philadelphia Gas Works has relocated a 4-inch gas line on Castor Avenue and completed new service connections for the residences between I-95 and Richmond Street.
The remainder of Castor reconstruction from the I-95 ramps to Delaware Avenue will resume at the completion and reopening of Castor Avenue west of I-95 to Richmond Street in late 2021.
Construction also will get underway this fall to install a lining in the twin brick sewers under Allegheny Avenue east of Richmond Street to the river. Allegheny Avenue will remain open with lane restrictions during this work.
Reconstruction of Allegheny Avenue between Richmond Street and Delaware Avenue is expected to start in mid-2022.
The contractor has installed temporary traffic patterns on Castor and Delaware avenues for the current stage of work. Two-plus years of construction on AF2 will improve traffic movement to and from the I-95/Allegheny Avenue Interchange by rebuilding and improving segments of Allegheny, Delaware and Castor avenues in Port Richmond.
Access will be provided for all residential and business driveways during the project.
AF2 construction is expected to be completed in 2023.
