Section AF3/AF4 Noise Study

November 24, 2025 – View the slideshow at the bottom of this page from PennDOT’s AF3 and AF4 noise study meetings held in February 2025.

Following the Noise Study that found sound barriers would help mitigate noise for many residential and other uses along I-95 in Port Richmond, PennDOT held noise meetings and other outreach in 2025 to determine the community’s interest in having sound barriers along I-95 and their preferences for design. The community showed overwhelming support for constructing the barriers, and designers have worked to incorporate the community preferences for barrier design. The map to the right (desktop) or bottom (mobile) shows the locations for sound barriers and the types of barrier design.

Sound barrier designs are of three types:

  • Full height solid wall (concrete panels with exposed aggregate surface treatment)
  • Full height clear wall (reinforced clear acrylic panels)
  • A mix of solid and clear (typically 5ft tall solid panels on bottom and clear panels above)

All three provide the same noise abatement.

Sound barriers will be installed during the upcoming reconstruction of I-95. Barriers north of Tioga Street to Frankford Creek are included as part of Phase AF3, which is scheduled to begin early 2026 and conclude early 2029. Areas south of Tioga Street to Ann Street will be included in Phase AF4, which is anticipated to begin in 2029 and conclude in 2032.

Visit the AFC page for more details on sections AF3 and AF4.
