I-95 Sector C

The Pennsylvania Department of Transportation (PennDOT) welcomes you to the I-95 Sector C website! Here, you can learn about transportation plans and projects in Delaware County and southwestern Philadelphia.

Sector C is one of four project focus areas along I-95 in Pennsylvania. This section includes approximately 15 miles of I-95 from the Delaware state line to the Girard Point Bridge. Between 96,000 and 250,000 vehicles use this part of I-95 every day. This section of I-95 can transport up to three times the occupancy of Lincoln Financial Field in one day!

PennDOT is working on several projects on and near I-95 in Sector C. The planned transportation improvements will help people and goods move more safely and easily. PennDOT is working with local communities to understand local needs.

I-95 Sector C Projects

PennDOT considers community needs in its road improvement projects and is currently working on the following projects and plans in I-95 Sector C:

• I-95 / U.S. 322 (Conchester Highway) Interchange: PennDOT plans to rebuild and improve the I-95/U.S. 322 Interchange to make it easier for people to reach both highways. The project will improve ramp connections and move the existing left lane U.S. 322 on-ramp to I-95 north.
• I-476 Improvements / Chester Noise Abatement: PennDOT is advancing several projects to improve safety, mobility, and travel reliability along I-476 and I-95. Current construction includes resurfacing I-476 between I-95 and I-76 and installing variable speed limit and queue detection systems along I-476 between I-95 and U.S. 30. PennDOT is also designing a flex lane project to convert the inside shoulders of I-476 between I-95 and Route 3, as well as the outside shoulder of southbound I-95 between I-476 and U.S. 322/Commodore Barry Bridge, into flex travel lanes. As part of this project, PennDOT is designing noise walls along portions of I-95 in the City of Chester to help reduce highway noise and screen views of the interstate for nearby residents.
• Route 420 Bridge Replacement: PennDOT is replacing the northbound and southbound bridges carrying Route 420 (Wanamaker Avenue) over Darby Creek to enhance travel and safety for the thousands of travelers who cross over the creek each day. Route 420 (Wanamaker Avenue) remains open to traffic during construction. In addition, PennDOT is building a shared-use path to allow users to move between the John Heinz National Wildlife Refuge parking lots and Witmer Field in Prospect Park.
• Route 452 / I-95 Interchange Improvements: PennDOT is designing travel and safety improvements for the Route 452/I-95 Interchange in Upper Chichester Township to accommodate expected increases in traffic from the Bridgewater Business Park.

PennDOT is committed to improving I-95 in Delaware County and Southwest Philadelphia as part of its overall plan to rebuild I-95 in Pennsylvania. The Department recently invested $80 million to keep I-95 in Delaware County in smooth, sound condition. Construction on this project finished in 2023.
