Southbound Richmond St. Closure Extends to Westmoreland St.

December 28, 2018 — Construction on Richmond Street in Philadelphia expands north from Allegheny Avenue on Thursday, January 3, 2019, extending the southbound closure for Richmond Street reconstruction from Ann Street to East Westmoreland Street through late 2019.

Beginning at approximately 7:00 AM Thursday, January 3, southbound Richmond Street motorists will be directed to use East Westmoreland Street, right on Allegheny Avenue, left on Aramingo Avenue and left on Lehigh Avenue to access Richmond Street. Northbound traffic will be maintained on Richmond Street.

The southbound closure is for work being done under the $32.1 million project to rebuild and improve Richmond Street between Ann Street and East Westmoreland Street, including utility work north of Allegheny Avenue and reconstruction of SEPTA’s Westmoreland Loop terminal.

Utility relocation and installation has been underway since last spring between Allegheny Avenue and Ann Street under the first phase of the project.

Reconstruction of the roadway and sidewalks, the second phase of the project, will begin in early 2019. The entire project is expected to be completed in late 2019.

In addition to the southbound Richmond Street detour in 2018 and 2019, short term, block-long closures for northbound motorists will be in place periodically in the work area during construction in 2019.

The Richmond Street project is the first stage in the larger reconstruction of I-95 between Allegheny Avenue and Frankford Creek (I-95/AFC) that is projected to begin in 2024.
