Construction Progressing on New Northbound Viaduct, New Off-On Ramps at Girard Interchange
Fall 2016 -- Construction of the new northbound viaduct at the Interstate 95 Girard Avenue Interchange has progressed to include beam setting and deck construction for the on-ramp at the new northbound interchange.
At the sprawling, mile-long work area, situated between I-95 and relocated Richmond Street and Delaware Avenue (left
), crews have taken down the remnants at the southern end to complete demolition of the old northbound viaduct and are building the new viaduct’s few remaining support piers as well as piers for the new northbound off-ramp.
Working north to south following the demolition and pier construction, ironworkers are making steady progress setting the massive beams that are the major components of the viaduct’s superstructure.
(Concrete and steel beams are being used depending on the location.) The initial stage of beam setting for the new northbound viaduct is expected to finish in February 2017. (Construction of a small section of the viaduct at the southern end will take place in 2018.)
On the topside of I-95, new northbound concrete lanes are in place from just south of Allegheny Avenue to Ann Street, the northern limit of the viaduct. Paving crews also have placed large sections of concrete deck on the new viaduct. Concrete placement will continue as conditions permit through the fall. Much of the new northbound viaduct is expected to be paved in 2017.
In areas where viaduct construction crosses over surface streets in the vicinity of the Interchange, motorists are encountering periodic street closures, detours, and stoppages for a variety of construction operations.
On Delaware Avenue
Delaware Avenue (left
) remains under construction from Columbia Avenue north to where the new interchange ramps will alight at a new signalized intersection just south of Girard Avenue.
Utility work along and under Delaware Avenue, including installation of a sanitary sewer and the interchange’s stormwater drainage system, continues through the end of the year into early next spring for the current stage of the overall Girard Avenue Interchange project.
Once the new northbound Girard Avenue off-ramp is in place and in use at the new interchange in 2017, the existing northbound off-ramp (Exit 23) will be removed and construction to rebuild and widen Delaware Avenue will then be completed.
The old on-ramp to I-95 north, closed since 2015, has been demolished. Until the new on-ramp is finished and opened in late 2017, motorists who previously used the entrance ramp are being detoured north on Richmond Street to a temporary detour road
that PennDOT built alongside I-95 north between Cambria Street and Allegheny Avenue. The detour takes motorists east on Allegheny, north on N. Delaware Avenue, and west on Castor Avenue to the on-ramp to I-95 north..
Paving on Delaware Avenue is expected to begin next spring. However, southbound Aramingo Avenue under I-95 is scheduled for paving this fall. Repaving of Somerset Street under I-95 also is scheduled for paving prior to reopening this fall.
Reconstruction and widening of the southbound side of I-95 between Allegheny Avenue and Palmer Street is scheduled to begin in 2018, with demolition of the southbound viaduct between Ann and Palmer streets anticipated to begin in 2019.
Construction wrapped up in late 2015 at the southern end of the I-95 Girard Avenue Interchange, where crews finished rebuilding and widening 1,200 feet of I-95 between Palmer Street and Frankford Avenue to four lanes in each direction.
As part of the I-95 improvements between Palmer Street and Frankford Avenue, noise walls were installed and I-95 bridges over Columbia Avenue, Marlborough Street and Shackamaxon Street were replaced. The new bridges have decorative walls and LED (Light Emitting Diode) lighting. Special landscaped areas also were planted along Richmond Street adjacent to I-95. These quality of life enhancements were the result of interactions between PennDOT and community groups represented on the I-95 Sustainable Actions Committee (SAC).
PennDOT's $42.9 million project to rebuild the 1,200 feet of I-95 south of the Girard Avenue Interchange and replace the bridges over Shackamaxon Street, Marlborough Street and Columbia Avenue won the 2015 Project-of-the-Year awards from the Delaware Valley Section of the American Society of Highway Engineers.
Following reconstruction of the northbound side of I-95 in 2018, the next construction contract will rebuild the southbound side of I-95, including the southbound viaduct, between Allegheny Avenue and Palmer Street. Two additional contracts slated for construction after 2020 will rebuild the northbound and southbound I-95 viaducts between Frankford Avenue and Race Street, near the I-676 Interchange.
