Utility work beneath the closed half of Cottman Avenue continues as winter weather permits with crews installing the final connections of a new water line and storm water drainage system between State Road and Torresdale Avenue as part of the first (I-95/CP1) of stage of reconstruction of the I-95/Cottman Avenue Interchange (I-95/CPR).

Cottman Avenue, which remains limited to a single lane west of State Road, is being lowered slightly to provide additional clearance under the Amtrak bridge and widened to three lanes as part of the $31.9 million I-95/CP1 project. The widened Cottman Avenue will be converted to a two-directional roadway to improve traffic flow to and from the busy interchange.

Crews expect to begin utility construction and installation of new storm water inlets on State Road between New State Road and Cottman Avenue this spring. When construction moves to State Road, crews will close half of the roadway to traffic, limiting capacity to one lane in each direction and eliminating the left turn lane to Cottman Avenue. On-street parking on State Road also will be limited in the work area. (Parking on the southbound side will be eliminated permanently to provide room to widen the roadway.)

A section of State Road between New State Road and Longshore Avenue has been reconstructed. Crews will work as conditions permit to finish installation of new curb and sidewalk adjacent to the rebuilt road. This section of State Road is being rebuilt to service the new on-ramp to I-95 north at Longshore Avenue that will be constructed in 2010.


Improvements also have been completed for the most part on the south side of Princeton Avenue east of Torresdale Avenue. New drainage inlets and a new water main are in place. Curb “bump outs” also have been installed along most of the southern half of the affected roadway.

Work to install a new gas line and construct new curbs and sidewalks on the north side of Princeton Avenue is expected to begin this spring. Like Cottman Avenue, Princeton Avenue is being converted to a two-directional roadway between (Old) State Road and Torresdale Avenue.

Construction also is expected to resume this spring on two retaining walls that will support the existing on-ramp to I-95 north during work to modify the ramp to include a new access ramp from Milnor Street. The Milnor Street access will tie-in to the existing northbound on-ramp from Princeton Avenue.

Travel Impacts

  • Restrictions on Cottman Avenue may cause backups approaching State Road from the northbound off-ramp from I-95.
  • Restrictions on Cottman Avenue may cause backups on State Road approaching the intersection.
  • Restrictions on Princeton Avenue may cause slow moving traffic on Princeton and delays on Torresdale Avenue at the intersection with Princeton Avenue.
  • Construction of the new State Road southbound on-ramp, and the new Milnor Street access ramp northbound, will have minimal impact on traffic-flow on I-95.

PennDOT has installed a series of traffic cameras along Torresdale Avenue, State Road, and a select number of other major intersections to monitor traffic flow and identify incidents in the vicinity of the construction area. The cameras are being monitored at PennDOT's regional Traffic Management Center, where personnel can dispatch crews and equipment to incidents occurring in the work area.
